New Construction Homes in Palm Coast
Buying a lot and building, or picking up a 20-year-old house instead
New construction homes in Palm Coast are often built one lot at a time across the city's older sections, and they compete with a large stock of houses from the 2000s building boom. Zillow's home value index puts the typical 3-bedroom at about $331,448 and the typical single-family home at $343,449, with values flat over the past year and up 6.2% over five years.

The Palm Coast housing stock in numbers
Census data shows 86.6% of Palm Coast homes are detached single-family, only 4.3% of units are in buildings with 10 or more units, and the median year built is 2003. Much of the city was laid out decades ago as individual lots on curving streets, and a big share was built in a burst during the early-to-mid 2000s. The rest has been filling in since.
So a buyer looking for new construction in Palm Coast usually ends up choosing among three things: a spec home a builder just finished on a single lot, a to-be-built home in a newer planned community, or buying a vacant lot and contracting a builder to put a house on it.

Buying a lot and building in Palm Coast
Building on your own lot gives you the most control and often the best price per square foot, but it puts more work on you. The usual sequence:
- Buy the lot. Order a survey and title search, confirm the zoning and setbacks, and check whether city water and sewer reach the lot. Some lots need fill, and some have wetlands or protected trees that limit where the house can go.
- Pick a builder and plan. Get at least two quotes on the same plan and specifications. Ask what's included in site work: clearing, fill, driveway, utility hookups, landscaping and impact fees.
- Finance it. If you aren't paying cash, a construction-to-permanent loan pays the builder in draws and becomes your mortgage at completion. Some builders also offer financing where they build on the lot and you close once at the end.
- Manage the build. Hire an independent inspector for a pre-drywall visit and a final inspection, and keep copies of every change order.
One more point on lot purchases: the lot closing and the build contract are two separate transactions. The lot's assessed value resets when you buy it, and you'll pay taxes on vacant land until the house is finished. Budget for the lot's insurance and taxes during the build, and keep the builder's license number and insurance certificate on file before any money changes hands.

Canal lots, seawalls and flood zones
Parts of Palm Coast have saltwater canals, and canal-front lots price above dry lots. A canal lot adds checks that a dry lot doesn't need: the condition and age of the seawall, who's responsible for maintaining it, dock permits, and the FEMA flood zone, which is often higher-risk near the water. A new home on a canal lot will be built to current elevation rules, which helps, but flood insurance may still be required by the lender.
Get homeowners and flood quotes during your inspection or due diligence period. Hurricane deductibles are set as 2%, 5% or 10% of dwelling coverage, so choose the level with your cash reserves in mind.
New vs a 2000s resale in Palm Coast
Many Palm Coast resales were built between roughly 2003 and 2007. Those homes are now around 20 years old, which is when roofs, AC systems and water heaters typically come due. Insurers look hard at roof age, and a resale with an original shingle roof may need replacement before it can be insured on good terms.
Zillow values a 4-bedroom at about $376,167, close to the 3-bedroom value. With prices that compressed, a new build that costs a bit more than a 20-year-old resale can still come out ahead once you add a roof, a new AC and higher insurance on the older house. On the other hand, a resale with a recent roof, updated systems and permits on file can be the better value. I work both through a five-year cost estimate before a buyer commits.
Incentives, HOAs and CDDs in newer communities
Newer planned communities in and around Palm Coast are where national builders and their incentives show up: closing-cost credits, rate buydowns or design credits, usually tied to the builder's lender. You can use any lender; compare the incentive with an outside quote in dollars.
Planned communities also bring HOA dues and sometimes a CDD assessment on the tax bill. Scattered-lot homes in the older sections often have neither. Ask for the full fee picture before comparing a planned-community home with a single-lot house. Also note the builder's warranty, typically 1 year on workmanship, 2 years on systems and 10 years on structure.
Taxes and nearby Flagler County prices
With 29.5% of residents 65 or older and a median age of 50.4, many Palm Coast buyers are making it their permanent home. Homestead then cuts up to $51,411 from assessed value in 2026 and caps increases at 3% or CPI. A newly finished home is assessed at its full value, and if the house was incomplete on January 1, expect a higher bill the year after.
Palm Coast condos are valued around $352,336, slightly above single-family homes, which is unusual and reflects a small, mostly coastal condo market. Nearby, Flagler Beach runs about $457,541 for all homes and Bunnell about $294,176. I can put together a list of new spec homes, buildable lots and recent resales so you can compare all three paths at once.
Questions buyers ask
Is it cheaper to buy a lot and build in Palm Coast?
Often per square foot, yes, but add the lot, site work, utility connections, impact fees and permits. Compare that total with finished spec homes and recent resales of similar size.
Do Palm Coast lots have city water and sewer?
Many do, but not all. Confirm utility availability and connection costs for the specific lot before you buy it.
What should I check on a Palm Coast canal lot?
Seawall condition and maintenance responsibility, dock permits, the FEMA flood zone and the cost of flood insurance. Get quotes before your due diligence period ends.
Are builder incentives available in Palm Coast?
Builders in newer planned communities commonly offer closing-cost or rate incentives through their lender. Single-lot builders may negotiate on price instead.
