Age-restricted and age-targeted around Punta Gorda
Under the Housing for Older Persons Act, a 55+ community must have at least 80% of occupied units with at least one resident 55 or older, and it must publish and follow age policies. Age-targeted communities are built and marketed for retirees but have no legal age requirement.
Around Punta Gorda, both exist side by side. Listing services describe Rio Villa Lakes as age-restricted. Burnt Store Marina, a waterfront golf and marina community south of town, is described as age-targeted, as are newer sections such as Willowgreen at Babcock Ranch and Esplanade at Starling. In an age-targeted community you may have younger neighbors and families, and you can sell to anyone.
Ask the association for its age policy in writing. Listing descriptions are often out of date.

Resident-owned manufactured-home cooperatives
Census data shows 6.2% of Punta Gorda homes are mobile or manufactured. Some of those sit in resident-owned parks, which work differently from land-lease parks found elsewhere in Florida. Windmill Village in Punta Gorda is listed as a resident-owned 55+ cooperative.
In a co-op park, you buy your home and a share or membership in the corporation that owns the land. Residents elect the board, approve the budget and set monthly fees, so there is no outside owner raising lot rent. The trade-off: residents also pay for every road, pool and sewer repair, and the board approves who can buy in.
Before buying, ask for the share or buy-in amount (often refundable when you sell, but confirm), the monthly fee and what it covers, the reserve balance, recent assessments, and the approval process for new members. Financing is limited, so many buyers pay cash.

Gated single-family 55+ communities
For buyers who want a detached home with clubhouse amenities, Kings Gate is a gated 55+ community in the Port Charlotte area next to Punta Gorda, with a recreation center, pool, tennis and an optional golf membership. Rio Villa Lakes offers single-family homes in an age-restricted setting.
Zillow's typical Punta Gorda 2-bedroom house is about $221,952 and the typical 3-bedroom about $385,329. Many 55+ homes are 2-bedroom, 2-bath ranch houses, so they often sit closer to the lower figure, though condition, lot and community fees move prices a lot.
HOA fees in these communities generally cover common areas, the clubhouse and activities; some also cover lawn care. Read the declaration to see whether roofs, exterior paint or driveways are owner or association responsibility.
55+ condos in Punta Gorda after an 8.8% drop
The typical Punta Gorda condo fell 8.8% in Zillow's data over the past year, a sharper drop than houses. Census data shows only 17.0% of homes are in buildings of 10 or more units, so condos are a smaller share of the market here than on the east coast.
Lower prices reflect rising fees as associations fund structural reserves and pay higher insurance. Before you buy:
- Check whether the building needs a milestone inspection (three or more habitable stories, by the end of the year it turns 30) and whether it's done.
- Ask for the Structural Integrity Reserve Study and compare it with the budget. Owners can't waive those reserves for budgets adopted on or after December 31, 2024.
- Read the last year of minutes for planned assessments.
- Use your 7-day cancellation window after receiving the association documents.
New age-targeted homes in Charlotte County
Most new retirement-oriented building near Punta Gorda is age-targeted rather than age-restricted, including Willowgreen at Babcock Ranch, east of the city, and Esplanade at Starling. New homes come with modern code, impact windows and builder warranties, which tend to help on insurance.
Expect an HOA fee, and in many new communities a CDD charge on the tax bill that pays for infrastructure, sometimes including a long-term debt payment. Ask the builder for both amounts in writing, and have your own inspector review the house before closing.
Insurance and storm planning in a Punta Gorda 55+ home
Insurance is often the biggest surprise for retirees moving to Charlotte County. A manufactured home needs a specialist policy, and insurers will ask about the year built, tie-downs and roof. Site-built homes are judged on roof age, wind mitigation features and flood zone. Many 55+ communities near the harbor sit in FEMA high-risk flood zones, where lenders require flood coverage.
Ask each community how it handles hurricane season: whether there is an evacuation plan, who secures the clubhouse and common areas, and what owners must do before leaving for the summer. Part-year residents should line up a home-watch service or a neighbor who can check the house after a storm. Get quotes for every policy you'll need during the inspection period, before you're committed to the purchase.
Taxes and seasonal ownership for Punta Gorda retirees
Census data counts 19.8% of Punta Gorda homes as seasonal. Full-time residents can file for homestead, worth up to $51,411 off assessed value in 2026, and Save Our Homes limits annual assessment increases to 3% or CPI. With no state income tax in Florida, pension and retirement account income isn't taxed by the state. Part-year owners don't get homestead and pay on full assessed value, with non-school increases capped at 10% a year.
Manufactured homes in co-op parks may be taxed differently depending on how the home and land are titled; ask the Charlotte County Property Appraiser. This isn't tax advice. Once you know which structure suits you, a shortlist of Punta Gorda communities with current listings is the logical next step.
