Age-restricted versus age-targeted in Vero
Only a community that meets the federal Housing for Older Persons Act can legally restrict sales by age. It needs at least 80% of occupied homes to have one resident aged 55 or older, published policies showing that intent, and a way to verify ages. Many Vero communities follow those rules. Others are marketed to retirees but are open to any buyer.
Listing sites, for example, describe Vista Plantation and Vista Gardens as 55+ condo communities, while Grand Harbor is usually described as age-targeted with no formal restriction. Treat any label as a starting point and confirm it in the community's declaration and age verification policy. The difference matters for resale, since a restricted community has a smaller buyer pool.

55+ condos: the low-maintenance route
Condos make up much of the Vero 55+ supply. A typical one-bedroom citywide is about $102,760 and a two-bedroom about $240,105. Condo values are down 7.6% over the year, so sellers are more flexible than they were.
Some 55+ condo complexes in Vero are two-story garden buildings from the 1970s and 1980s. Census puts the city's median year built at 1976. Garden buildings under three stories don't need the state milestone inspection or a Structural Integrity Reserve Study, but they still have roofs, plumbing and paving to fund. Taller buildings do need both, and for budgets adopted on or after December 31, 2024, owners can't vote to cut those reserves.

Golf and gated single-family communities
Single-family 55+ and age-targeted communities around Vero include golf clubs, gated villa neighborhoods, and newer developments on the mainland. A typical three-bedroom home citywide is about $391,566 and a four-bedroom about $526,406. Golf communities can sit well above those numbers depending on the club.
The real cost is the total of the price, HOA, and club membership. Some clubs require an equity or initiation payment at purchase plus annual dues and food minimums. Get the exact figures for the membership level you want, in writing, before you make an offer. Ask whether the community has a CDD assessment on the tax bill as well.
Manufactured-home communities
Census counts 3.6% of Vero Beach housing units as mobile homes, a higher share than most coastal cities, and there are several 55+ manufactured-home communities in and around the city. They're the lowest-cost entry, but ownership models differ.
In a land-lease community you own the home and pay a monthly lot fee that can rise each year. In an owned-lot community you own the land and pay an HOA. In a resident-owned co-op you hold a share of the whole park. Lot fee history, the park's rules on sales, and the age of the home all affect value. Homes built after July 1994 meet HUD's updated wind zone standards, which matters for insurance and storm resilience on the Treasure Coast.
Insurance and storm preparation for retirees
Price insurance early. Florida hurricane deductibles are a percentage of dwelling coverage, often 2%, 5% or 10%, and apply once per calendar year. For a single-family or villa, order a wind mitigation inspection and, for older homes, a 4-point inspection. Check the FEMA flood zone, especially near the Indian River Lagoon and on the barrier island. Citizens, the state-backed carrier, is the fallback when private companies won't write a home.
Condo owners need an HO-6 policy with loss assessment coverage, and should ask how the association would cover its own hurricane deductible after a storm.
Retirees often underestimate the cost of leaving a home empty for months. Many policies have conditions for vacant or unoccupied homes, and associations may require a hurricane shutter plan and a local contact. Ask your agent how long the home can sit empty before coverage changes, and line up someone to check it after a storm.
Homestead, snowbird rules and nearby towns
Census counts 18.2% of Vero Beach housing units as seasonal homes. If Vero will be your permanent residence, file for homestead to reduce the assessed value by up to $51,411 in 2026 and cap future increases at 3% or CPI. Seasonal owners get no exemption. Florida has no state income tax, which helps retirees drawing pensions or retirement accounts.
Canadian snowbirds can usually spend up to about six months a year here as visitors. The IRS substantial presence test uses a weighted 183-day formula and may call for Form 8840, and provincial health plans limit time away. This isn't legal or tax advice; check with a cross-border advisor.
Sebastian, about $346,985 on the all-homes index, and Fellsmere, about $242,258, offer lower prices to the north and west. Indian River Shores, about $1,377,480, sits at the top of the local market. Vero's own all-homes value is about $361,764.
