Buying a Condo in Panama City Beach
A Gulf tower market where most owners live somewhere else for part of the year.
A typical condo in Panama City Beach is worth about $393,328 on Zillow's home value index, down 1.8% over the past year, and a one-bedroom averages about $292,808. Condos here cost about 90% of a typical house ($437,041), a much smaller gap than in most Florida cities, because so much of the condo stock is Gulf-front high-rise that sells at a premium.

Where the numbers say the market is
Census data describes a city built around condos. Some 59.6% of housing units are in buildings with ten or more units, only 25.0% are single-family detached, and 52.7% of all homes are seasonal, meaning the owner's main residence is elsewhere. The median year built is 2001, and the median age of residents is 45.4.
Those numbers tell a buyer two things. First, you will be one of many part-time owners, and the building's management will matter more to you than it would in a year-round complex. Second, much of the tower stock went up during the early-2000s building wave, so many buildings are now past 20 years old and moving into their big-maintenance years.

Bedroom prices along Front Beach Road and beyond
Zillow puts one-bedrooms at about $292,808, two-bedrooms at about $409,281 and three-bedrooms at about $470,167 citywide. The lower third of the market tops out near $280,675 and the upper third starts near $642,663.
Inside those averages, location and building type move prices more than size. Gulf-front towers on Front Beach Road and along the beach to the west carry the highest prices per square foot. Across the road, buildings without direct beach frontage cost less. Low-rise complexes inland and near the bay are cheaper again. A two-bedroom across the street can cost less than a one-bedroom on the sand, so set your budget by location first.

Condo-hotels and resort buildings: check before you finance
Many Panama City Beach towers operate like resorts, with a front desk, daily check-ins, wristbands for the pool and a constant flow of short-stay guests. Some are legally structured as condo-hotels. If you want a quiet second home, ask about minimum stay rules and how the building handles guests, because the daily feel of a resort tower is very different from a building where most owners stay for weeks at a time.
Financing follows the same split. Buildings with hotel-style operations, a front desk that handles bookings, or mandatory participation in a management program are usually non-warrantable. That means no standard Fannie Mae or Freddie Mac loan; you will need cash or a portfolio loan, often with 25% or more down. Ask your lender to review the condo questionnaire on day one.
Hurricane history and the master policy
Hurricane Michael in 2018 made landfall at Mexico Beach as a Category 5 storm and did heavy damage across Bay County, especially in Panama City and areas east of the beach. Panama City Beach saw less damage than the areas to the east, but every Gulf-front building here carries wind and surge exposure.
- Ask what the master policy covers, its premium, and its hurricane deductible, which is set at 2%, 5% or 10% of insured value and applies once per calendar year.
- Ask whether the building carries flood coverage on the structure.
- Check the FEMA zone; many Gulf-front buildings are in V zones, the highest-risk coastal category.
- Get an HO-6 quote with loss assessment coverage, since a large deductible can be passed to owners.
Concrete, balconies and the new reserve rules
Salt air, sun and wind wear down concrete, balcony railings, windows and roofs faster than inland. That makes Florida's 2022 condo safety law especially relevant here. Buildings with three or more habitable stories need a milestone inspection by December 31 of the year they turn 30 (25 if the local building official requires it), and every 10 years after. They also need a Structural Integrity Reserve Study every 10 years, and for budgets adopted on or after December 31, 2024, owners can't vote to reduce or skip those reserves.
For a tower built in the early 2000s, ask for the SIRS, the current reserve balance, and any concrete restoration, window or balcony project planned or underway. Projects like these often run into the millions for a large building, and the funding comes from owners.
Second-home taxes and closing costs
Most buyers here keep their main home elsewhere, so no homestead exemption applies. Non-homestead property gets a 10% cap on yearly assessment increases for non-school levies, and the assessment resets to market value after you buy. The seller's current tax bill can understate yours.
On the typical $393,328 condo with 20% down, the note stamps and intangible tax come to about $1,731. Title, lender and estoppel fees come on top. Resale condo buyers in Florida have 7 days, excluding weekends and legal holidays, from receipt of the association documents to cancel. This isn't legal or tax advice.
Panama City Beach against the rest of Bay County
On Zillow's all-homes index, Panama City Beach at $415,439 costs far more than Panama City ($282,475), Youngstown ($270,713) or Callaway ($259,578), and less than Mexico Beach ($499,455). The 5-year gain here is 9.5%, modest for Florida. Buyers who want the beach and a lower price often look at the older low-rise buildings off the Gulf, where fees are lower and the concrete bills are smaller. A shortlist that separates resort towers from owner-focused buildings, and flags which ones a lender will finance, is the right first step.
