Buying a House in Panama City
What a Panama City house really costs once you add insurance and taxes
The typical single-family house in Panama City is worth $282,807 on Zillow's home value index, and a typical three-bedroom runs about $270,618. The price is the easy part; on a city where the median home dates to 1976, the insurance quote, the roof and the flood zone often decide whether a particular house makes sense.

In practice, a budget under about $200,000 mostly buys smaller, older houses that may need work. Between $250,000 and $350,000 you are in the main three- and four-bedroom market, where renovated older homes compete with a few newer ones. Above $400,000 you are usually looking at larger homes, newer construction or water frontage on the bay and bayous.

Roof age, wind mitigation and the insurance quote
In Bay County, the homeowners premium can swing by thousands of dollars a year between two houses at the same price. The biggest drivers are roof age and condition, roof shape, how the roof is attached, and whether windows and doors are protected.
Have a wind mitigation inspector look at the house in the first days of your contract. It documents features such as roof-to-wall connections, roof-deck attachment, a secondary water barrier and impact-rated or shuttered openings, and Florida insurers give credits for them. Many houses here got new roofs after Hurricane Michael in 2018, so a 1970s house can have a roof only a few years old. Ask for the permit and installation date.
For a house of that age, expect the insurer to ask for a 4-point inspection too. Older electrical panels, aluminum branch wiring and old plumbing can mean a surcharge or a requirement to replace before binding.

Flood zone and elevation
Panama City surrounds St. Andrew Bay and is cut by bayous, so two streets a few blocks apart can carry very different flood risk. Before you make an offer on a house near the water, look up its FEMA flood zone and ask whether the seller has an elevation certificate.
If the house is in an A or V zone and you use a mortgage, flood insurance will be required. Coverage comes through the NFIP or a private flood insurer and is priced separately from your homeowners policy. Even outside a high-risk zone, a flood policy can be inexpensive and worth considering, since a lot of flood damage happens outside mapped zones. A house's elevation relative to the flood level is one of the biggest factors in what you pay.
Where Panama City sits against nearby cities
Typical all-homes values from Zillow for Bay County cities near Panama City:
- Cheaper: Fountain $162,455, Springfield $215,050, Parker $237,795, Callaway $259,578, Youngstown $270,713.
- Pricier: Lynn Haven $321,626, Panama City Beach $415,439, Mexico Beach $499,455.
Springfield and Parker border the city and price lower, often with similar-age homes. Lynn Haven costs more mainly because its homes are newer. Going to the Gulf side adds well over $100,000 to the typical value. If your priority is the most house for the money near jobs in Panama City, the east-side cities deserve a look alongside the city itself.
Property taxes, homestead and closing costs
Your property tax is based on the assessed value after purchase, not the seller's. A long-time owner with homestead may have an assessment far below market because of the Save Our Homes cap, so their bill is not a guide to yours.
If the house will be your permanent residence, file for homestead with the Bay County Property Appraiser. In 2026 it takes up to $51,411 off assessed value; on a $282,807 house that leaves about $231,396 assessed. Future increases are then capped at 3% or CPI. A second home gets no homestead exemption. Florida also has no state income tax, which matters more than people expect for buyers moving from high-tax states.
In Florida the seller usually pays the deed doc stamps ($0.70 per $100). Who pays for the owner's title policy, a state-set rate, follows local custom and the contract, so confirm it with your agent before you write the offer. Everything is negotiable. Buyers with a mortgage pay the note doc stamps ($0.35 per $100) and the intangible tax (0.2% of the loan). On a $225,000 loan, those two come to $1,237.50. Add lender fees, the lender's title policy, prepaid insurance and escrow for taxes. The cash-to-close table on this page gives a fuller estimate. Ask your lender for a loan estimate early, since homeowners insurance and flood insurance are paid up front for the first year and can be the largest prepaid items on an older Panama City house.
Inspections worth paying for
Beyond the general home inspection, consider a wood-destroying organism (termite) inspection, a sewer scope on older homes with clay or cast iron lines, and a check of any pool and seawall. If the house was rebuilt after Michael, compare the work you see with the permits on file. Then use the inspection period fully: inspection, insurance quote and flood quote together tell you if the house fits the budget. Send me your price range and preferred side of town, and I will pull houses that pass the first round of these checks.
