Is Panama City Beach a Good Place to Retire?
A Gulf resort town that works for some retirees and frustrates others
Panama City Beach can be a good place to retire if you want Gulf beaches, a condo with little upkeep and an airport nearby, and you can live with heavy tourist seasons. A typical two-bedroom home is valued at about $409,281 on Zillow's home value index, and only 17.8% of residents are 65 or older, so this is a resort town first and a retirement town second.

What the age and seasonal numbers say about daily life
Census data counts 18,971 residents with a median age of 45.4. That is younger than many Florida beach towns, and the 65+ share of 17.8% is well below places like Cocoa Beach or Venice. The figure that matters more is seasonal ownership: 52.7% of homes are second homes whose owners live elsewhere most of the year.
For a full-time retiree, that means many of your neighbors in a condo building will be absent for months, and the people you see in the elevator in June are often visitors. Some retirees like the quiet off-season and the lively summer. Others find it hard to build a social circle in a building where most units sit empty in January. Before you buy, spend a week here in the winter and a week in July. The town feels different in each.

What retirees actually pay for housing here
Most retirees buy one of three things, and Zillow's figures give a clear range for each:
- A condo: the typical condo is about $393,328, down 1.8% over the past year. A one-bedroom runs about $292,808.
- A two-bedroom of any type: about $409,281, the size most couples choose so family can visit.
- A single-family house: about $437,041, up 0.5% in a year. A three-bedroom is around $470,167.
Over five years, all homes are up 9.5%, a modest gain by Florida standards, and values have been close to flat for the past year. The lower third of the market tops out around $280,675. Census puts the median home at 2001 construction, and 59.6% of units sit in buildings of ten or more units, so the typical retiree purchase here is a tower or mid-rise condo of early-2000s vintage. Only 25.0% of homes are detached houses.

Healthcare, airport and getting around
The closest full-service hospital is Ascension Sacred Heart Bay in Panama City, across the Hathaway Bridge from the beach. Specialists and larger procedures may mean trips to Pensacola, Tallahassee or farther, so ask your doctors and your Medicare plan which providers in Bay County are in network before you commit.
Northwest Florida Beaches International Airport sits in Bay County, a short drive from the beach, which helps retirees whose children and grandchildren fly in. Inside the city, Front Beach Road runs along the Gulf and Panama City Beach Parkway (US 98) runs parallel inland. Both get slow in spring and summer. Plan errands and appointments around tourist traffic, especially on weekends.
55+ options in and around Panama City Beach
The best-known age-restricted community in the area is Latitude Margaritaville Watersound, built by Minto with The St. Joe Company inland in Bay County. It is a newer active-adult development with single-family homes and amenities, and it carries HOA fees and possibly other assessments on top of the purchase price. Ask for the full fee schedule and the community's budget in writing.
Inside Panama City Beach itself, formal 55+ communities are few, and mobile homes are only 1.4% of the housing stock, so the land-lease manufactured-home parks common in central Florida are rare here. Most retirees end up in a condo with no age rule. If an association does advertise 55+, ask whether it meets the Housing for Older Persons Act test: at least 80% of occupied units with one resident 55 or older, plus age verification.
Homestead, the 3% cap and insurance on a fixed income
If you make Panama City Beach your permanent home, homestead can take up to $51,411 off your assessed value in 2026, and Save Our Homes then limits yearly increases in the assessment to 3% or CPI, whichever is lower. Florida has no state income tax, which helps if your income is Social Security, pensions and withdrawals. Keep in mind that the assessment resets to market value when you buy, so the seller's tax bill is not a forecast of yours.
Insurance is the cost retirees most often underestimate here. Hurricane Michael in 2018 hit Bay County hard, and every Gulf-front building carries wind and surge exposure. For a condo, ask about the master policy, its hurricane deductible and the reserves. On your unit, an HO-6 with loss assessment coverage protects you from a share of that deductible. For a house, roof age, a wind mitigation report and the FEMA flood zone drive the premium. Get quotes during the inspection period, and build a cash cushion for a hurricane deductible, which is set as a percentage of dwelling coverage and applies once per calendar year.
Who it fits, and the cheaper towns nearby
Panama City Beach fits a retiree who wants to walk to the Gulf, prefers condo living with no yard, has family who will visit by air, and does not mind sharing the town with visitors for much of the year. It fits less well if you want a quiet year-round neighborhood, a large 55+ social calendar, or the lowest housing cost in the county.
On Zillow's all-homes figures, Panama City ($282,475), Lynn Haven ($321,626), Callaway ($259,578) and Parker ($237,795) cost far less, with more detached houses and more year-round neighbors. A typical home in Panama City runs about $132,964 below the beach. Mexico Beach, at $499,455, costs more. A common answer is a house inland and a short drive to the sand, and a shortlist from both sides of the bridge makes that comparison easy.
