What 55+ legally means before you tour
A community can restrict residents by age under the federal Housing for Older Persons Act if at least 80% of occupied homes have at least one resident aged 55 or older, it publishes policies showing that intent, and it verifies ages. The other 20% is used as the community decides, often for a younger spouse or a caregiver.
Words like active adult or lifestyle community in a brochure do not make a place age-restricted. Read the recorded declaration and the rules. They also tell you how long grandchildren can stay, whether an adult child can live with you, and whether you can sell to a buyer under 55.

Gated 55+ neighborhood or an ordinary Mount Dora house
The choice usually comes down to how you want to spend your days. In an age-restricted community you pay HOA dues for a clubhouse, pool, fitness room, activity calendar and often lawn care. Your neighbors are at the same stage of life. In a regular neighborhood you pay less each month and have no rules about guests or ages, but you organize your own social life.
Mount Dora makes the second option easier than most towns. Only 4.7% of homes are seasonal, so neighbors are home year-round, and the downtown, the lake and the festivals give you a social calendar without a clubhouse. For comparison, a typical two-bedroom home in the city runs about $280,341, a three-bedroom about $366,284, and a condo about $252,012.
What the Mount Dora numbers say about retirees here
The town has about 17,278 residents and a median age of 48.8, so it is far from an all-retiree place: families and working people live here too. The share of seasonal homes is low at 4.7%, which tells you most older residents are full-time Floridians rather than winter visitors. Housing is mostly single-family detached at 62.1%, with a median build year of 1993.
For a 55+ buyer, that mix has two effects. Resale buyers for your home later will include younger families, not only retirees, which widens the pool if you buy outside an age-restricted community. And age-restricted options are a small share of the market, so good homes inside them can sell quickly. Zillow's index shows Mount Dora values up 18.7% over five years and down 1.3% over the last year, a flatter market that gives buyers more time to compare.
Fees to compare line by line
- HOA dues: what they include, how much they rose over the last three budgets, and the reserve balance.
- CDD: newer communities may have one on the tax bill. Ask for the annual amount and remaining bond balance.
- Amenity or club fees: separate from HOA in some places, and golf may be optional or bundled.
- Capital contribution: many associations charge a one-time fee at resale, paid by the buyer.
- Land lease (manufactured communities): if you do not own the lot, the monthly lot fee and how it can rise matter more than the price of the home.
Homestead, insurance and planning ahead
Florida has no state income tax. Make Mount Dora your permanent residence and you can claim homestead: up to $51,411 off assessed value in 2026, with Save Our Homes capping assessment increases at 3% or CPI. The assessment resets to market value when you buy. Amendment 3 on the Nov 3, 2026 ballot could change parts of the rules; the result is unknown at writing. This isn't legal or tax advice.
For insurance, newer homes built to current code usually quote lower. On a resale, get the roof age and a wind mitigation inspection, and a 4-point inspection on anything older. Inland Lake County has no storm surge, but low lots near lakes can still sit in a flood zone.
Think ahead too. A single-story plan, a walk-in shower and a short drive to AdventHealth Waterman in Tavares matter more at 80 than at 60.
Questions to ask on a Mount Dora 55+ tour
- What share of homes are owner-occupied year-round, and how busy is the clubhouse in summer?
- Is the community still under builder control, and when does the turnover to residents happen?
- Have there been special assessments, and is any big project, such as roads, roofs or the pool, coming?
- What are the guest and age rules for family visits?
- How have resale prices inside the community moved compared with the city?
Pull resale history for any community on your list, because it shows how later buyers have valued it. Once you know whether you lean toward a gated 55+ neighborhood or a regular house near downtown, a shortlist covering both, with full monthly costs, is the practical next step.
