Is Clearwater a Good Place to Retire?
Affordable for the coast, if you budget for fees and insurance
Yes, for most retirees Clearwater works: a one-bedroom home averages about $124,028 and a two-bedroom about $258,939 on Zillow's index, and nearly one in four residents is already 65 or older. The two costs that decide it are condo fees and insurance, which can rise faster than a fixed income.

Who already retired here
Census data shows 24.1% of Clearwater residents are 65 or older, with a median age of 46.6. That is older than Florida suburbs like Brandon or Wesley Chapel, though younger than smaller beach towns such as Dunedin. About 10.4% of homes are used seasonally, which means a lot of retirees spend winters here and summers up north or in Canada.
For a full-time retiree, that mix is useful. Services, clubs, churches, golf leagues and medical offices are geared to an older population year-round, while the city is large enough (117,247 people) to have regular shopping and transit.

What retirees typically buy and what it costs
Most retirees here buy one of three things:
- A condo or villa. The condo index is about $194,891, down 6.2% over the past year. One-bedroom homes average about $124,028 and two-bedrooms about $258,939. Ground-floor units and buildings with elevators get the most interest.
- A smaller single-family house. The typical detached house is about $384,637. Three-bedroom homes average $421,692, so a two-bedroom house or a small three-bedroom ranch is where many retirees land.
- A manufactured home. About 5.3% of housing units are mobile homes, many in 55+ parks with monthly lot rent.
For comparison, Largo ($335,649) and Pinellas Park ($300,743) are slightly cheaper overall, and Dunedin ($410,947) and Safety Harbor ($496,694) are more expensive.

Healthcare access
Morton Plant Hospital, part of BayCare, is in Clearwater, and the surrounding area has a dense network of specialist offices, outpatient clinics and urgent care. Mease Countryside Hospital serves the north end of the county near Clearwater. If you are on Medicare, check which plans your preferred doctors accept before you settle on a neighborhood, because networks differ between plans.
Condo fees, reserves and assessments on a fixed income
The median Clearwater home was built in 1978, and 36.0% of units are in buildings with ten or more units. Many of those buildings are old enough for Florida's milestone inspection, required for condo buildings three stories and up once they reach 30 years (25 if the local official requires), then every 10 years. Associations must also fund structural reserves based on a SIRS, and owners can no longer vote to waive those reserves.
For a retiree that can mean higher monthly dues or a one-time special assessment. Before buying, read the latest budget, the reserve study, the milestone inspection report and a year of board minutes. Resale condo buyers in Florida can cancel within 7 days (excluding weekends and holidays) after receiving the association documents, so use that window to read them.
Daily life without a long drive
Many retirees want to drive less over time, so where in Clearwater you buy matters. Downtown and the area near the Memorial Causeway put you close to the waterfront, the library and the trolley that runs out to the beach. The Countryside area to the north has the mall, grocery stores and medical offices close together. Neighborhoods along US 19 are convenient for errands but busy to drive.
PSTA runs buses across Pinellas County, and the Pinellas Trail gives a flat, paved route for walking or cycling that runs north toward Dunedin. If giving up the car is part of your plan, test the walk from a listing to the nearest grocery store and pharmacy before you buy. A one-story home or an elevator building will also matter more at 80 than at 65, so think about the next 15 years as well as the first five.
Taxes and homestead
With no state income tax in Florida, the state takes nothing from your Social Security check, pension or IRA distributions. If you make Clearwater your permanent home, homestead removes up to $51,411 of assessed value in 2026, and Save Our Homes holds yearly increases to 3% or CPI. That cap is valuable for anyone planning to stay a long time.
Snowbirds who keep a primary home elsewhere do not qualify for homestead and face a 10% cap on non-school levies. Canadians should confirm days-in-country limits and tax filings with a cross-border advisor. This isn't legal or tax advice.
Insurance and hurricane prep
Clearwater sits on the Gulf, and parts of the city were flooded by storm surge in 2024. Elevation and flood zone matter more than view. For a retiree, a few practical steps make a big difference:
- Check the FEMA zone and ask for the elevation certificate before you make an offer.
- Get homeowners and flood quotes during the inspection period, and know the hurricane deductible in dollars.
- For a condo, ask what the master policy covers and what your HO-6 policy must cover.
- Know your evacuation zone and plan where you would go.
Higher floors and inland neighborhoods reduce flood risk but not wind risk.
Who Clearwater suits and who should look elsewhere
It suits retirees who want beach access, a major hospital close by, and a city with a full range of services, at mainland prices well below Clearwater Beach's $719,703. It also suits snowbirds who want a lock-and-leave condo.
It fits less well if you want new construction, a large 55+ community with golf and a big clubhouse, or the lowest possible insurance bill. Inland Pasco and Polk offer more of those, with a longer drive to the Gulf. If you know your budget and whether you want a condo or a house, a shortlist narrows Clearwater quickly.
