Where it is and what defines it

Culbreath Isles occupies the southwest corner of South Tampa. Beach Park is directly north, Westshore Boulevard forms the eastern edge, and Old Tampa Bay wraps the western and southern sides. The name comes from the Culbreath family, who homesteaded the area in the late 1860s and grew oranges and raised cattle there.

Today it is a small neighborhood of a couple of hundred households, and much of it fronts canals or the bay. That water frontage is the product. Homes are large single-family houses, many of them built or rebuilt in recent decades, with docks and lifts behind them.

Getting in and out

Culbreath Isles is a cul-de-sac kind of place in the sense that you drive in mainly to go home, with little through traffic. Westshore Boulevard is the main route out, leading north to Kennedy Boulevard, the Westshore office district and the airport. Head south on Westshore instead and you reach Gandy Boulevard and the Gandy Bridge to St. Petersburg in a few minutes.

That combination is what buyers pay for: a quiet waterfront street a short drive from offices, shopping and flights. For people who keep homes in more than one city, being minutes from Tampa International makes coming and going simple.

Reading a $3.2 million index with few sales

The neighborhood has no peer in Zillow's Tampa list. Davis Island is second at $1,462,205, less than half of Culbreath Isles. Bayshore Beautiful runs $1,015,226 and Palma Ceia $979,737.

Small neighborhoods with expensive homes produce jumpy indexes. A 42.1% five-year gain and a 7.0% one-year gain are real signals that demand for South Tampa waterfront held up, but a handful of large sales can move this number more than any underlying trend. When you value a specific house, comparable sales on the same canal or with the same water frontage matter far more than the index.

Things that move price within the neighborhood: direct bay frontage versus canal, how far by water to open bay, lot width along the water, seawall condition, elevation, and house age.

Water access, docks and seawalls

If the boat matters, check access as carefully as the house. Ask how deep the canal is at low tide at the dock and along the route out, and what draft your boat needs. Confirm the route to open water and whether any fixed bridge limits mast height. Sailboat owners need this answered first.

Then look at the hard structures:

Flood insurance and elevation on bayfront lots

Every lot here touches or sits near water, so flood is a central cost. Many addresses fall in FEMA A or VE zones. Ask for the elevation certificate before you make an offer, since the gap between the lowest floor and the base flood elevation drives both premium and future rebuild rules.

The National Flood Insurance Program caps building coverage at $250,000, which is a fraction of most homes' replacement cost here. Expect to buy private or excess flood coverage. On the wind side, a hurricane deductible of 2% on a $3 million dwelling limit is $60,000, and it applies once per calendar year. A wind mitigation report showing roof straps, roof shape and impact-rated openings can bring premiums down. Salt air also wears on metal fixtures, AC units and screens faster than inland.

Taxes and carrying cost at the top of the market

No state income tax is one reason high-earning buyers relocate to Florida. Property tax and insurance become the main recurring costs instead. The assessed value resets to your purchase price after the sale, so plan your first full bill on that basis.

If you make it your primary residence, homestead takes up to $51,411 off assessed value in 2026, and the 3% Save Our Homes cap on future increases is worth far more over time at this price level. Without homestead, assessments on non-school levies can rise up to 10% a year. Amendment 3 on the Nov 3, 2026 ballot may change parts of this; the outcome is unknown at the time of writing.

A realistic monthly carrying cost here includes mortgage or opportunity cost, property tax, wind and flood premiums, a seawall and dock reserve, and pool and landscaping upkeep.

Who Culbreath Isles suits

It suits buyers who want deep-water or canal living within the city, close to Westshore offices and Tampa International. It suits boaters who want a dock behind the house and a short run to the bay, and buyers ready to own a large waterfront property with its full maintenance load.

It suits less well if you want low ongoing costs, if flood risk worries you, or if you would use the water rarely. Here the right house depends on frontage and water route as much as on the floor plan, so a shortlist built around your boat and budget is where I would start.

Questions buyers ask

Is Culbreath Isles a good place to live?

It is Tampa's highest-priced neighborhood in Zillow's data, with canal and bay frontage close to Westshore and the airport. The trade-offs are cost, flood exposure and waterfront maintenance.

How much does a home in Culbreath Isles cost?

Zillow's typical value is $3,208,396. Individual homes vary widely depending on water frontage, lot width, elevation and age.

Do Culbreath Isles homes have boat access?

Many sit on canals or the bay with docks. Check water depth at low tide, the route to open water and any fixed bridges before buying if you plan to keep a boat.

Why did Culbreath Isles prices rise so much?

Zillow's index rose 42.1% over five years and 7.0% in the last year. In a small neighborhood with few, expensive sales, the index can swing more than in larger areas, so look at comparable sales on similar lots.
